"Change the Bulb" Campaign

Summary

Energy crisis has been a major problem faced by the nation today. The effect of shortage of energy has seriously crippled all sectors of society. Its negative consequences have ripple effect on the education, employment as well as environment. The increasing level of frustration due to energy shortage has is growing among youth. This project, which encourages individuals to shift from Incandescent bulbs to CFLs, will be a showcase of how we as individual can contribute to solve the most pressing problems of our society. The project involves all major actors of the society like parliamentarians, corporate leaders, Youth, Media and donors. With this project underway we are sure that youth will be recognized as an indispensable development partners. The project aims to reach 2500 households and reduce the tax levied upon CFLs by government through lobbying and campaigning.
 
Key Activities
CFL Revolving Funds
CFL revolving fund will be created worth of 4000 USD. With this fund we aim to reach households who won’t be able to pay the initial cost of CFL or who are hesitant to pay the initial cost of CFL. However, after they change the bulbs, electricity bills will be reduced and hence they will have to pay back the amount through various financial mechanisms that will be deployed by project. Thus with this initial support we will be able to convince people in adopting CFL. Moreover, the money collected in revolving fund, we will be able to reach more households as well. This will also be very important in the sustainability of the project.
                              
CFL Model Houses
500 model houses will be selected for implementation of project . These houses will work as model energy friendly houses and help project to replicate in other 2000 houses (assuming each house works as model for other 4 houses) within project period. Each model houses will be expected to replace at least 5 incandescent lamps with Compact Fluorescent Lamps (CFLs). A model house will be awarded with “CTB Supporter Tag”. Meanwhile, energy friendly business communities (organization and individuals which have completely replaced bulbs and also bought carbon credits by sponsoring CFLs) will be awarded with “CTB Business Partner Tag”.
 
Awareness
To reach larger mass and inform people about the possible benefits of CFL and loopholes of using incandescent lamps advertisement will be an essential strategy. For this purpose projects plans to advertise through 3 methods.
a)                  Producing Pamphlets, Posters and Stickers: The project aims to reach at least twenty five lakh people through these advertising materials. The posters and stickers will be used widely in electrical appliance stores, business complex and education institutions to reach large masses and create awareness about benefits of CFLs.
b)                  Public Service Advertisings (PSAs): PSAs will be designed and widely broadcasted through FM stations, radio and if possible TV channels to reach among people. This will help to create pressure groups to ban the incandescent bulb and also create awareness. Collaboration with popular soaps and comic programs will be done.
c)                   Through bill readers in collaboration with NEA: Pamphlets will be widely distributed among households through electricity bill readers of Nepal Electricity Authority (NEA). According to NEA they have 3.5 Lakh costumers within Kathmandu Valley. So project aims to reach all these households.
 
EnviroCorps
EnviroCorps – is a youth development and environmental training program for young people aged between 18 and 24 years. EnviroCorps provides young people with the opportunity to volunteer their time and effort to environmental services.
 
EnviroCorps in CTB!
The Corp members will actively be engaged in motivating and convincing households regarding the need to switch from Incandescent bulbs to CFLs. The 10 Corp members are expected to reach 200 households directly. In addition, they will work in promoting CFLs in their respective colleges, neighbourhoods and relatives. They shall also play an important role in lobbying for the reduction of possible tax in CFL. The Capacity building training provided to the Corp members will help them design and execute independent 'Change the Bulb' projects.
 
Lobbying for Tax Reduction
·          Meeting with Parliamentarians and Youth Leaders:
Individual and Joint Meetings to discuss the possibility in tax reduction
·          Meeting with Businessmen:
Individual and Joint Meetings to gain their support in CFL promotion
·          Meeting with Donors:
Individual and Joint Meetings to gain support in CFL promotion
·          Joint meeting with Parliamentarians, Businessmen and Donors:
Joint meeting will help to identify a common pathway for CFL promotion
·          Signature Campaign:
E-signatures and Street Signatures shall create awareness and also reflect public support to deduct CFL tax.
