Solid Waste Management as a Social Enterprise: A Community-based 3R Approaches in Bago, the Philippines

Summary
The City government of Bago has initiated a KABAHIN KA program since February 2005 to clean and beautify the city through a sound waste management involving the communities, which has successfully resulted in 50% reduction of waste generation by weight. To further improve the urban environment and living condition of people, the City intends to strengthen the ongoing program by adopting elements of good practices implemented in other cities in Asia-Pacific region.
 

This effort requires a viable approach that would further encourage sustained participation and support by stakeholders to address issues of poverty, low level of environmental awareness and public participation. To stimulate the interest of the public, the City Government proposes to establish a financially self-sustained community-based solid waste collection system as well as a compost production with viable marketing mechanism. Schools and households in Barangay Lag-asan – one of the best performing communities under the KABAHIN KA Program – will serve as a pilot area for the project.
 

The project is expected to 1) establish mini-enterprises for composting, 2) implement a waste banking scheme linked to recycling, 3) raise awareness of residents and students through environmental education activities, and 4) disseminate lessons learned through publication of a guidebook and by holding a national/international workshop.

Key Activities

(1) Development of mini-enterprises utilizing Takakura Method of Composting
(2) Introduction of waste banking scheme to develop mini-enterprises for recycling
(3) Environmental education in the community and schools
(4) Development of guidebook/guidelines on community-based 3R approaches with a focus on the Philippines
(5) Follow-up activity: Organisation of a national/international workshop/study-tour in Bago with participation from neighbouring cities in the Philippines and experts in the field of solid waste management and 3R, including local government officials, from other countries in Asia-Pacific region
