Community based educational and partnership actions - Carbon neutral initiative for community empowerment and climate change mitigation in Indonesia

Summary
The project is intended to promote climate change mitigation by reducing fossil fuel use and carbon emissions from both household and biomass sources through utilizing micro-hydro power generation schemes and sustainable basin management.


Indonesia is said to be one of the developing countries that have high potential of utilizing renewable energy sources including micro-hydro and biomass resources. Lombok, one of the mountainous static volcanic islands used to have traditional water check dams or water reservoirs called “embung.” Illegal forest intrusion and resource poaching have been, however, degrading water reservoirs and their basins. The undermined ecosystem integrity has been prompting a vicious cycle of forest resource depletion, water quality and supply degradation, and increased use of fossil fuel and fuel woods thereby contributing to the emission of green house gases and unsustainable livelihood.


The project intends to reverse such a trend in two identified project areas, namely Lombok and Bogor. Lombok is an island where forest degradation is prevalent and traditional embung, water reservoirs have been becoming mal-functioning intruded by impoverished villages.


Bogor is on the other hand is a relatively well better off city with several prominent universities and research institutes in the proximity to the capital city of Jakarta. Bogor Agricultural University is designated as a center of expertise on education for sustainable development (ESD). Bogor, know as a city of rain, has abundant rainfall of which not so much has been experimented for renewable energy development purposes yet. It is promising that successful micro-hydro power generation can achieve multi-dimensional environmental and socio-economic benefits. Micro-hydro is believed to be more compatible with environmental integrity and less socially controversial without requiring a large scale of resettlement.
In the light of the aforementioned background, the project consists of the following five components.

(i) Supporting network development and programme implementation for raising awareness and promoting sustainable development education at all levels in the provinces of Lombok and Bogor


(ii) Micro-hydro development in Lombok and Bogor

(iii) Agro-forestry in micro-hydro water catchment areas in Lombok and Bogor

(iv) Water sanitation improvement in Lombok and Bogor

(v) Financing mechanism development for renewable energy development
